Project Accountant (ACHIEVE PROJECT) Positions Available at Rafiki-SDO (2 Posts)
Introduction
- In order to help children, youth, marginalized and vulnerable groups, families, and communities realize their full potential, Rafiki Social Development Organization works with them to develop and advocate for their rights and address the root causes of injustice and poverty. The organization was founded in January 2005 and registered in accordance with the NGO Act of 2002 with registration number No.00NGO/00006336 to conduct business in Tanzania Mainland.
- In mainland Tanzania, including the Shinyanga, Geita, Kigoma, Rukwa, and Mara regions, Rafiki-SDO is now carrying out projects in 14 Councils and 5 regions. These initiatives are financed by various donors.
- The USAID Adolescents and Children HIV Incidence Reduction, Empowerment and Virus Elimination project is carried out by Rafiki-SDO in collaboration with PACT (ACHIEVE). ACHIEVE is a five-year global initiative to manage the HIV epidemic among young people, pregnant and nursing women, infants, and kids. The United States is funding the initiative. the main global HIV/AIDS partners in a coalition chaired by the Agency for International Development. The ACHIEVE consortium collaborates with existing response partners, national governments, USAID Missions, and target communities to identify gaps in HIV prevention and treatment activities.
- . The goal of ACHIEVE's approach is to empower young people to take control of their own futures and to prevent and address gender-based violence.
- To ensure a seamless implementation of this project, RAFIKI-SDO is seeking candidates for the following open roles who are qualified, experienced, motivated, and dynamic;
- Location of office: Mara Region

- Program Manager is the reporting to
- Twelve-month term; renewable (full time)

- Establish financial systems and guidelines for the project to ensure compliance with organizational policies and rules;
- Support the design, implementation, and monitoring of project activities through financial and administrative resources;
- Provide training on financial management, recordkeeping, operational systems, and regulations as necessary, and advise project employees on donor needs.
- Keep an audit trail for all project-related issues, i.e. correct bookkeeping in both electronic and paper form, and accurate completion of project papers
- Make that adequate internal controls are upheld for the duration of the project, i.e. Bank reconciliations and necessary authorization are given for every expense.
- upkeep of the project's fixed asset register
- Create and keep track of the project's budgets;
- the completion and administration of MOUs, subagreements, subcontracts, and other associated project agreements in collaboration with program employees;
- Make that subrecipients are aware of donor regulations, cost norms, and requirements by effectively communicating with them and orienting them.
- Ensure that all project subgrants are being monitored financially in compliance with sound accounting principles and donor regulations;
- Ensure effective planning, buying, and distribution of project products in accordance with Rafiki-SDO policies and donor laws by working with the procurement process;
- analyze monthly and quarterly project expenses, including subrecipient financial reports;
- Analyze the cost-effectiveness of the approaches the project leadership team has suggested;
- Manage additional financial and administrative workers; Coordinate input with the Chief of Party and subrecipients for the annual budgeting process;
- Make ensuring that financial reports and cash requests are prepared and submitted on schedule, in full compliance with donor standards.
- Maintain strong connections between the project's technical, financial, and administrative components.
- Monitor adherence to Tanzanian government policies and procedures for all statutory requirements (PAYE, WHT, SDL, WCF, NSSF, HESLB) and other income taxes, as well as the financial policy recommendations for donors.
Competency and Experience
- university degree in economics, accounting and finance, or a related subject;
- having worked on donor-funded development programs and financial management for at least three (03) years;
- a minimum of one (1) year in a supervisory position
