Dodoma. According to David Silinde, Deputy Minister of PMO-TAMISEMI, small business IDs have undergone a number of upgrades, including the insertion of photos and the person’s name. Silinde made the statements in parliament in Dodoma on Friday, June 18, 2021, in response to a critical question from Grace Tendega, Member of Parliament for Special Seats.

The MP said in his question that entrepreneurship IDs have become a problem, particularly for small-scale merchants, and he wants to know the government’s plan for improving or canceling such IDs. Silinde recognized the difficulties in granting IDs to entrepreneurs and small businesses in response to the query.

“Tamisemi has assessed the whole process of assigning, registering, and utilizing the IDs of entrepreneurs and small service providers in regions and councils in order to identify current difficulties and create changes,” he said. Since 2021, he added, the IDs have improved in a number of ways, including the addition of a picture and the name of a young entrepreneur who has received an ID.

Responsibilities of OR-PMO-RALG

OR-PMO-RALG responsibilities are implemented at the level of Headquarters, Regions and Local Government Authorities. Based on the Presidential Institutional Presentation Certificate issued by the President in April 2016, the responsibilities of OR-PMO-RALG include: –

i) Coordinate the implementation of the Urban and Rural Development Policy and the Decentralization of Powers (D by D);

ii) Coordinate urban services such as transportation, water and sanitation;

iii) To oversee the Teachers’ Service Commission;

iv) Coordinate and supervise the Regional Administration so that they can enable the Councils to discharge their responsibilities;

v) Coordinating the Management and Operation of Primary and Secondary Schools in the country through Local Government Authorities (MSM);

vi) Build the capacity of OR-PMO-RALG staff to carry out their duties effectively; and

vii) To oversee the operation of Organizations, Institutions, Programs and projects under OR-PMO-RALG.

OR-PMO-RALG structure

According to the Presidential Implementation Committee (PIC) in 2017, OR-PMO-RALG has a total of 11 Departments and 6 Units consisting of 11 Directors, 25 Assistant Directors and Heads of 6 Units. The Office also oversees seven Institutions. (7) existing under it.

The 11 existing departments are as follows: –

1) Department of Administration and Human Resources;

2) Department of Policy and Planning;

3) Department of Information and Communication Technology;

4) Department of Legal Services;

5) Department of Infrastructure Development;

6) Department of Regional Administration;

7) Department of Local Government;

8) Sector Coordination Department;

9) Education Management Department;

10) Department of Urban Development; and

11) Department of Health, Social Welfare and Nutrition.

The six (6) units available are as follows: –

1) Accounting and Finance Unit;

2) Internal Audit Unit;

3) Government Communication Unit;

4) Procurement and Supply Unit;

5) Management Services Unit; and

6) Expenditure Audit and Monitoring Unit.

The seven (7) existing institutions are as follows: –

1) Teacher Service Commission (TSC);

2) Kibaha Education Corporation (KEC);

3) Local Government College, Hombolo (LGTI);

4) Dar es Salaam Rapid Transit Agency (DART);

5) Local Government Credit Board (LGLB);

6) Urban and Rural Roads Agency (TARURA); and

7) Kariakoo Marketing Corporation.
