Position : Technical Project Manager, Diabetes Compass
Reports to : TDA Management/WDF Senior Program Manager
Commitment: Full Time
Location :   Dar Es Salaam, Tanzania

The Diabetes Compass:

TDA has partnered with the Ministry of Health and the World Diabetes Foundation (WDF) in a new program called The Diabetes Compass. The Diabetes Compass aims to strengthen health systems through digital support solutions for health care professions and people living with diabetes and other non-communicable diseases (NCDs) hi low- and middle-income countries. The Diabetes Compass is being mitiated ni Tanzania, Malawi and Sri Lanka during this stage of funding.

Position Overview:

The success of the program implementation is determined by anchoring the program activities with the local partners. This requires strong project and stakeholder engagement and management skills to drive the local implementation of the digital health solutions. The Technical PM (Program Manager) will operate in the nexus of local and global stakeholders, as the program has partnered with a group of cutting-edge global partners to conceptualize and release the solution, hi addition to these dynamics, the PM will be heavily involved in the process of managing the development process of the defined Diabetes Compass solutions together with the core development team and WDF using agile technology development practices. In addition to the development of the solutions, you will be the project lead on the deployment of the proof- of-concept solutions to the first facilities that are selected for the initiative. The job provides an opportunity to be involved in an innovation process with local and global partners. The local partners include TDA, MoH, PoRALG, MUHAS and local technology leads. The global partners include a leading digital design bureau, world- renowned Diabetes centre of excellence and cutting-edge digital health experts. The role will challenge the PM to be at the centre of a complex project with ambitious goals.

Responsibilities:

  • Manage the technical development and implementation of the Diabetes Compass project in Tanzania including managing agile sprint planning sessions and demonstrations with core development teams and wider stakeholder audience
  • Build, prioritize and maintain Program Backlog ensuring that the Program Backlog is up to date with input from the Agile Teams, System Architects and stakeholders
  • Inspire teams to understand the product vision and product roadmap
  • Ensure feature delivery according to technical product backlog
  • Review and verify quality of all technical deliveries through the definition of acceptance criteria and testing with stakeholders
  • Coordinate releases and ensure organisational and technical readiness and implementation
  • Ensure technical solutions meet the project’s requirements and objectives
  • During project planning, work closely with business owners and the development teams to define and clarify system features and priorities
  • Manage and coordinate all technical aspects of the project with local development teams at the Ministiy of Health ICT, PORALG ICT and HISP Tanzania
  • Develop and maintain relationships with stakeholders, including local healthcare providers and government agencies
  • Communicate project progress and updates to stakeholders, both at a high-level and within the TDA both virtually and in person including the creation of presentations ni line with the Diabetes Compass standards
  • Ensure the project stays within budget and on schedule in collaboration with the Diabetes Compass program manager and WDF team.

Requirements:

  • Master’s degree in a relevant field such as IT management, Software development or Health Information Systems
  • A high degree of independence and the ability to work with many unknowns
  • At least 5 years of experience in technical solution development management and or digital product development
  • Strong communication skills, with the ability to communicate effectively with a wide range of stakeholders
  • Experience working in low-resource technical environments
  • Experience working with agile project methodologies such as SCRUM
  • Ability to be flexible in your work approach where needed
  • Ability to travel locally within Tanzania as needed
  • Ability to work 40 hours per week
