Position Description

Function
- The person in charge of making sure IPMS is fully implemented and that day-to-day support, training, and issue resolution is properly managed for IPMS is the Business and Systems Analyst - Integrated Program Management System (IPMS).
- They will be integrated into each program area and collaborate with the staff of the country programs and the program area team to ensure that IPMS-related needs are identified, problems are escalated (as necessary), and solutions are found. The function will be focused on understanding and interpreting the project management needs of program and project personnel in their related Program Area and ensuring that those needs are met while closely coordinating with program teams. Any of the following nations may host the position: Ethiopia, Kenya, Nigeria, Tanzania, Senegal, Uganda, Rwanda, and Zambia.

DELIVERABLES & RESPONSIBILITIES
A. Supports Heifer's project management business processes' upkeep and ongoing development. (35%)
- Promote the complete regional implementation of IPMS components.
- Conduct the Heifer project management business processes onboarding procedure for new project management professionals.
- In partnership with Heifer's People Dept., distribute and facilitate online learning courses on Heifer's project management business procedures.
- Work collaboratively to incorporate project management needs discovered in the field into Heifer's business operations.
- Promote requested updates from the field of project management procedures to IPMS management and assist with the updating process (i.e. collect feedback, coordinate meetings, etc.).
- Provide operational support to field workers for Heifer's project management business processes, working inside the Area structure, by pointing them in the direction of guidelines, online learning opportunities, and outlining business processes and tools related to IPMS implementation.
- Organize regional, national, and project training sessions and/or meetings as requested; record activities and next steps.
- Work well with the other IPMS team members in the regions, and record any lessons learned, chances, difficulties, or solutions.
B. Expert in maintaining the value of the program staff's project management software, which is hosted in the cloud by Heifer. (40%)
- Support NGO Online's field employees by promptly resolving any inquiries and problems, both functional and operational.
- Sending the right teams the queries or issues that end users have (ie. IPMS management, HQ MELS, Enterprise Systems, IT, Knowledge Management etc.)
- Directly assist program teams with system setup when they embark on new projects (i.e. NGO Online, Laserfiche, Agresso).
- Engage in active listening, record the needs of field teams, and escalate to IPMS Management any requests for system adaption or update.
- Create and disseminate the tools, training videos, and other materials required for carrying out tasks, boosting productivity, and exchanging online best practices for NGOs.
- spot-check the IPMS data quality of projects.
- Ensure that data reporting is uniform across the network by working with all stakeholders; suggest and put into practice enhancements to the reporting/tracking process or technologies.
- Refresher trainings on system process operations should be provided.
- Identify NGO Online system features that may need updating or adjusting proactively.
- Organize and coordinate communications for IPMS upgrades and troubleshooting.
C. Offer research and reporting to back up the plan (15%)
- Establish a standardized procedure for selecting and producing standard and unique reports for use in decision-making and dissemination to stakeholders.
- Create reports as necessary to aid in decision-making and to distribute to stakeholders.
- Create updates on program and project performance for senior-level audiences.
- Work with others to find chances to support business plans for projects and programs that are particularly noteworthy.
- Improve processes related to information flow, systems, and thought leadership to drive change.
- Cooperate with others to enhance the capacity for data analysis and reporting.
- supports the identification of program underperformance areas and significant development potential.
D. May carry out other tasks as needed (10%)
Minimum Conditions
- two years of project management experience in nonprofit organizations, together with a bachelor's degree in international development or a related discipline
- real-world expertise in project management for INGOs.
- a track record of using project management tools.
- Spanish and English bilingual (writing, reading and speaking).
Preferred Conditions
- excellent problem-solving abilities based on the study of data at hand to find answers to difficult issues.
- a development company with a track record of managing change management procedures.
- knowledge of controlling Microsoft settings, including Azure.
- Strong project management background, certification in project management a bonus, Project D Pro
- being able to use various tools and participatory approaches to train individuals and teams. Preferable are strong facilitation abilities.
- the capacity to convey difficult ideas and concepts in straightforward, understandable, and actionable reports.
- abilities in data processing, information development, and software management.
