Duties

  • - Facilitate the economic inclusion of refugees in coordination with relevant external partners such as line ministries, private sector and development actors in accordance with UNHCR Global and Country level policies, priorities, and strategies, in particular the Global Compact on Refugees. - Strengthen partnerships with relevant stakeholders to enhance economic inclusion of UNHCR POC. This includes advocating with public and private sector services providers to include UNHCR POC in supporting services (business development, micro-finance, training, saving accounts, poverty alleviation and social protection, etc.). - Build on UNHCR databases to support regular information sharing and coordination among different humanitarian, developmental and governmental stakeholders. This includes supporting the implementation of socioeconomic and wealth ranking surveys to inform targeting, monitoring and facilitation of development programmes. - Conduct necessary assessments in collaboration with relevant private and public stakeholders, including impact assessments on local economies and surveys that help to identify investment and funding opportunities that enhance the economic inclusion of UNHCR POC. - Work with economic development agencies to help adapt their programmes to become inclusive of UNHCR POC and with the private sector to enhance inclusion of UNHCR POC in their labour force and supply chains. - In case UNHCR is implementing specific livelihoods activities, strengthen, guide and monitor the livelihoods interventions to help ensure they are market-based, and that the role of UNHCR has been strategically determined in consideration of its comparative advantage vis-à-vis other partners. - Perform other related duties as required. In the Regional Bureaux - Keep abreast of policy developments and situation updates in the region, and advocate towards the economic inclusion and livelihoods of PoC. - Maintain regular communication with livelihoods and economic inclusion focal points in Country Operations in the region, identify gaps, opportunities, and provide guidance and capacity building for impactful programming. - Coordinate relevant technical assessments and research conducted in the region and support the identification of investment and funding opportunities that enhance the economic inclusion of UNHCR PoC. - Develop and mobilize partnerships for the economic inclusion and improved livelihoods of PoC. - Facilitate coordination and mobilize resources and partnerships for the economic inclusion of PoC and their livelihoods, at regional level

Minimum Qualifications

  • Years of Experience / Degree Level
  • For P3/NOC - 6 years relevant experience with Undergraduate degree; or 5 years relevant experience with Graduate degree; or 4 years relevant experience with Doctorate degree

Nature of Position:

  • Given the complexity of UNHCR Tanzanian Operation and Tanzanian Government decision to withdraw from Comprehensive Refugee Response Framework (CRRF) as well as sensitivity by government officials relating most of economic empowerment intervention to CRRF, the incumbent needs to be focused on maintaining good working relation with government officials and a dynamic team maker and team player with UN humanitarian agencies. After government withdrawal from CRRF, 16 UN agencies have initiated new intervention known as Kigoma Joint Programme (KJP) which covers the entire Kigoma Region with its main office in Kigoma town. The incumbent is expected to closely work and coordinate with KJP Office based in Kigoma that host community support initiatives include refugee support and create better protection environment for refugees hosted in this region. S/he is expected to coordinate with government offices based in Kigoma town such as Zonal Coordinator Office for Ministry of Home Affairs and Regional Commissioner Office, facilitate donor and high level missions visiting Kigoma region. Considering the funding challenges and restrictive government policy on economic empowerment projects, having very good planning knowledge, interact with both internal and external counterparts and build conducive working environment with these stakeholders. S/he will work closely with multi-functional teams on matters including but not limited to protection, education, cash, partnerships, research and analytics, SGBV, solutions, complementary pathways and more. Externally, the incumbent will help promote refugees ' economic inclusion through effective partnerships with relevant government line ministries, development actors, the private sector, UN agencies, international organizations and NGOs, and research institutions and universities, both at the global and country levels. The incumbent needs to be a dynamic team player, therefore, good planning, managerial, leadership skills and maturity in communication and decision making are very essential attributes. S/he should need to coordinate a consultative process through Offices in the region with government counterparts, partners and develop and implement the solutions strategies which cascade down from Representation Office to field level and also contribute input for the development of such strategy at country level.

Living and Working Conditions:

  • The duty station is labeled as family duty station, basic services (good standard schools, medical services, cafes with internet services and other provisions) are lacking. Therefore, applicants with school-going minors (dependents) need to seriously consider their candidature. In terms of Security Considerations, UN Security Level-2 is currently in place, which limits official and private road travel by staff as per the MOSS. All official missions in Kigoma region cannot begin before sunrise and no travel can take place after sundown. Due to acts of banditry by unknown criminal individuals, police escorts are required as per MOSS for travel by road between Kasulu to Kibondo and Kibondo-Nyakanazi. Security escort is not required for travel from Kigoma town to Kasulu and to Nyarugusu camp.
