Summary of Position:
- The Senior Laboratory Project Officer for HEID is a self-driven individual who will work closely with the MoH and its relevant institutions, including NACP, NHL-QATC, RHMTs, CHMTs, Development Partners, and HEID laboratories, to ensure that effective national support is provided in boosting the capacity and effectiveness of HEID testing at all levels in the nation. Her or his major goal is to ensure that the HEID samples are collected, handled, tested, and released with the best technical/quality, logistical, and administrative performance in order to better manage patients.
Work closely with the MOH, PORALG, NACP, NHL-QATC, R/CHMTs, and Implementing Partners to ensure that all HEID laboratories and clinics receive technical support for increasing the capacity and effectiveness of testing.
2. Provide MCH and Laboratory workers with capacity building so they can gather, process, package, and transport HEID samples correctly.
3. Assist R/CHMTs and IPs with the necessary technical and logistical support to ensure successful integration of the EID sample transportation into the national laboratory sample referral system.
4. Assist R/CHMTs and IPs in improving their capacity to execute interventions that will improve the quality of DBS samples at clinics and laboratories.
5. Create and execute systems for monitoring, training, and mentoring to enhance the efficacy and efficiency of HEID testing at clinics and laboratories.
6. Create and implement systems to track and monitor the HEID testing's key performance indicators from sample collecting at clinics to sample testing in laboratories.
7. Arrange and take part in regular meetings with stakeholders to talk about the country's HEID testing priorities and progress.
8. Conduct routine evaluations and take action to close any gaps in HEID testing programs at clinics and laboratories that are found.
9. Assist in establishing and enhancing inter-laboratory networking for HEID for increased testing capacity and effectiveness.
10. Ensure that the agreed workplan and budget are carried out effectively in order to meet the objectives.
11. Construct, examine, and deliver progress reports on a weekly, monthly, quarterly, and as required basis.
12. Take part in the budget and workplan development.
Required training, professional experience, and skills:
1. A degree or master's in biomedical science or a similar field, as well as other relevant experience.
2. It will be advantageous to have additional training in molecular diagnosis methods, laboratory quality management, or public health-related courses.
3. A minimum of three years' experience in a management role in a laboratory or in applying ISO 150189 and SLMTA standards, particularly in HIV care and treatment settings.
4. Familiar with molecular diagnostic methods for diagnosing infectious illnesses like HIV.
5. Capability to apply or evaluate laboratory standards like SLMTA and ISO 150189
6. Earlier encounters collaborating with diverse stakeholders, such as R/CHMTs, Implementing Partners, and other governmental organizations.
7. Familiar with reagent quantification and laboratory supply chain management.
8. Knowledge of planning and directing large-scale conferences and training sessions with numerous participants
Other unique abilities or qualifications
1. Mastery of any statistical software for data analysis, particularly Excel and Power Point Presentation, in Microsoft Office.
2. A goal-oriented person able to accomplish goals despite conflicting priorities.
3. The capacity to function both alone and in a group with little direction.

Summary of Position:
- The self-driven Senior Laboratory Project Officer for HIV Recency Surveillance will closely collaborate with the Ministry of Health (MoH) through the NHL-QATC, R/CHMTs, and REPFAR Implementing Partners to plan recency training and provide technical support. She or he will be in charge of organizing and supervising all procedures pertaining to HIV RT recency surveillance, such as the gathering of recent samples, the creation of PT/QC samples, the coordination of training in conjunction with partners and the MOH to activate new HIV recent sites, and the execution of site monitoring operations.
1.Work with NHL-QATC to ensure that recency samples are produced and distributed on time to the appropriate implementing partners and/or testing facilities.
2. Broaden the scope of the search for recent samples' characterisation to ensure the supply and stock of current samples at NPHLQATC.
3. Direct training and mentoring initiatives to enhance the retrieval of recent materials from various Tanzanian regions.
4. Arrange the secure conveyance of materials from recent samples coming from various Tanzanian locations to the NPHLQATC.
5. Assist in the development of M&E weekly, monthly, and quarterly reports based on input for the MoH, Donor, and IPs in coordination with the data officer.
6. Organize the recency surveillance protocol's implementation in the creation of training and quality assurance materials, including the manufacture of DTS for QC.
7. Assist with the analysis and presentation of recent data.
8. Arrange and hold a stakeholder meeting to discuss any necessary recent updates.
9. Ensure that the agreed workplan and budget are carried out effectively in order to meet the objectives.
10. Create, examine, and submit progress reports as needed (weekly, monthly, quarterly).
11. Take part in the budget and workplan creation.
12. Fulfill any additional duties given by the supervisor.
Required training, professional experience, and skills:
- A degree or master's degree in biomedical science, medical laboratory science, or a closely related field
- An extra benefit will be additional training in laboratory management, laboratory quality management, or public health.
- a minimum of three years' experience in a management role in a lab or in the application of ISO 150189 standards, particularly in HIV care and treatment settings.
