BACKGROUND:

In 2015, Mzumbe University's School of Public Administration and Management (SOPAM) opened the Centre of Excellence in Health Monitoring and Evaluation (COEHME). The goal of COEHME is to organize and carry out activities related to health monitoring and evaluation, including the provision of technical help in the application of scientific research and the generation, dissemination, and use of data to strengthen health systems. The United States Centers for Disease Control and Prevention granted the COEHME a grant (CDC grant GH20-2063) in September 2020 to provide technical assistance.

Job description

  • Project ECHO is a concept for collaborative medical education and care management that equips physicians worldwide to treat more patients better and closer to home. The ECHO Model links healthcare professionals with subject matter experts and online communities of practice through interactive, hands-on problem-solving sessions, utilizing video conferencing technology and case-based learning. This role is in charge of the technical management and execution of Project ECHO's nationwide monitoring and evaluation operations, including the creation of a centralized data system forECHO data as well as ongoing quality testing and improvement. Additionally, this role will aid in the monitoring and evaluation efforts of the Centre for Distance Education (CDE).

responsibilities and obligations:

  • upgrading the metrics and data gathering technologies used in the Evaluation and Performance Measurement Plan (EPMP) often.
  • Ensure that all program data are gathered, properly documented, processed, and evaluated to inform project indicators and targets by working closely with the portfolio lead.
  • Prepare weekly, monthly, quarterly, and annual project reports for each portfolio in close collaboration with the portfolio lead.
  • Make sure that the activities are carried out in accordance with the donor's criteria and work scope by conducting follow-up on their execution.
  • Guidance on results-based management and developing efficient monitoring indicators, strategies, processes, and systems should be given to the project portfolio lead enhance performance tracking.
  • oversee the gathering and examination of performance data, as well as the organization and management of evaluations, research, and assessments.
  • Use program data and other documents to share knowledge and raise the profile of your project.
  • Develop an M&E framework in concert to direct the COEHME in project management.
  • Encourage the project management to make informed decisions and allocate resources.
  • Through the development and/or revision of tools for the data collection by the M&E framework for Project ECHO, ensure quality control of the data and information collected.
  • establishing a centralized system for Project ECHO data monitoring and reporting.
  • monitoring Project ECHO data on a regular basis and improving its quality continuously.
  • routinely analyzing Project ECHO data and producing reports on ECHO adoption on a regular basis 

Qualifications:

  • a master's degree or higher in public health, health informatics, health systems management, health monitoring and evaluation, or a closely related subject is required
  • Academic publication is a further benefit.
  • at least six years of steadily increasing professional experience in monitoring and evaluations
  • writing abilities for reports and knowledge of crafting success tales.
  • knowledge and comprehension of Project ECHO generally.
  • understanding and practical experience with indicators, M&E plans, performance targets, data quality evaluation, data collection, and data analysis.
  • Excellent quantitative and qualitative data analysis abilities, including mastery of sampling techniques, statistics, and software like SPSS and STATA, as well as mastery of qualitative data software.
  • experience managing ongoing projects and activities while utilizing performance monitoring data.
  • the capacity to design, organize, and produce reports with clarity and conciseness.
  • I took part in and/or was in charge of qualitative performance evaluations and/or monitoring.
  • having led training sessions and developing evaluation capacity
  • A plus is having experience with donor-funded project approaches and operations, especially in relation to evaluation.
  • a dedication to respecting diversity and assisting in the creation of an inclusive workplace and educational setting.
  • It is necessary to have prior virtual learning program experience.
  • fluency in Kiswahili and outstanding written and verbal communication abilities in English.
  • Capacity to work well on zoom and other virtual communication platforms, as well as the ability to operate both independently and collaboratively with a variety of stakeholders
  • the capacity to solve problems under pressure and the adaptability to handle a variety of several tasks.
  • Experience working on medical or public health projects is preferred.
