Developer of health information systems at University of California, San Francisco (UCSF), starting in September 2022 In Dar es Salaam
The first contract for this full-time position runs until September 2023, with an extension possible if financing is maintained after that. It is anticipated that the role will begin on November 1, 2022.
The HIS Developer is in charge of planning, developing, implementing, testing, maintaining, auditing, and enhancing new and current health information systems and project software under the direction of the HIS Developer Lead.
The developer will also provide his or her skills to projects including the creation of lab, EMR, and other health information systems.
The developer must also carry out rigorous diagnosis, tests, code debugging, and technical documentation using reference manuals to guarantee that every software generated complies with established software development standards.

Specific obligations include:

Study information demands, systems flow, data utilization, and work procedures with the HIS team to create software solutions while adhering to the software development lifecycle.
Review, upkeep, and development of current health information systems such CTC2, CTC3, CTC Analytics, and Monthly Portal
Support the HIS team in developing and putting into practice interoperability with current health information systems, including CTC2, CTC3, CTC Analytics, Monthly Portal, Lab Visual Tool, IQSMS, PTCQI, etc.
Create Application Programming Interfaces (APIs) using Java for a variety of applications.
Various data systems can be optimized for better performance.
upkeep of a Java program
Support the implementation of HIS systems to Implementing Partners through testing, deployment, training, and maintenance.
Investigate, examine, and provide management with recommendations on technological upgrades, alterations, and enhancements.
To decide whether a design is feasible within the time and budget constraints, analyze user needs and software requirements.
Create and organize the documentation, programming, and testing processes for software systems.
Write operating instructions, flowcharts, layouts, diagrams, charts, code comments, and clear code to create reference materials for users.
As ordered from time to time by management, perform additional duties falling under the purview of the position.

Experience, aptitude, and minimal requirements:

Requires a bachelor's degree in computer science, software engineering, or information systems, or an equivalent certification. Required: working knowledge of health information systems.
A minimum of 5 years of experience as a software developer or engineer; evidence of experience creating a range of software systems while taking on responsibilities involving increasing levels of responsibility (reference necessary)
advanced Java expertise and proficiency with the Spring framework and C#.
A distinct benefit is having advanced knowledge of Python and other popular programming languages.
advanced skills and experience in using the Android SDK and Flutter framework to design mobile applications.
advanced understanding and practical expertise with Docker containers. An added benefit is using more DevOps tools.
understanding and proficiency with more advanced data processing systems, such as RabbitMQ and WIFI
expertise with major relational database engines as a component of the overall application architecture when designing data-driven applications (experience with the following are highly desirable: MS SQL Server, PostgreSQL, MySQL).
Working knowledge of Agile approach, Git, Restful web services, and jQuery.
proficiency in creating and resolving issues with sophisticated software systems that operate in a variety of settings, including Windows on desktop, server, tablet, and mobile devices.
speaks and writes Swahili and English with ease.

excellent organizational, written, and verbal communication abilities
the capacity to manage many projects independently and under time constraints
